Information for international students about COVID-19

All international citizens can enter Russia with study purpose (распоряжение Правительства РФ от 16 марта 2020 года №635-р, and also письмо Министерства науки и высшего образования Российской Федерации от 01.09.2021 № МН-7/7226).

As of September 1st, 2021, the algorithm for entering the Russian Federation is the following:

For visa countries:

1. Make sure your passport is valid for at least 18 months.

2. Fill out the form for visa countries.

3. The International Department forms lists of international students and sends the specified lists for approval through the Unified Portal of State and Municipal Services (EPGU).

DO NOT BUY TICKETS BEFORE OBTAINING A VISA!

4. The International Department sends applications for visa support for

• international students studying under contracts to the territorial bodies of the Ministry of Internal Affairs of Russia;

• international students studying under the quota of the Government of the Russian Federation to the International Department of the Ministry of Education and Science of the Russian Federation.

5. Read the information on entering the Russian Federation and registration for the primary migration registration of foreign citizens studying and arriving in Russia according to visa.

6. The International Department will inform about the readiness of the visa invitation (the term for issuing the visa invitation is not less than 30 days). With this number, contact the consular office of the Russian Embassy in your country (not a visa center!)

7. Now you can arrange your arrival at the campus and tell us the exact arrival date.

8. If you have never been to MIPT, fill out the Buddy questionnaire! Contact a dormitory manager of your Phystech School (find it out on the page) to learn about your dormitory building and room number.

9. Not earlier than 3 calendar days before arriving in Russia, you have to take a test for COVID-19 by PCR and, if the result is negative, receive a certificate in your country in Russian or English. A certificate is required when crossing the border.

10. Within 72 hours after entering the territory of Russia, international students must take a second test for COVID-19 using the PCR method.

• PCR test centers: Sheremetyevo, Domodedovo, Vnukovo airports; Invitro, Gemotest, etc. there is a possibility of taking an urgent test, the result can be ready in 2-3 hours. Or through a referral from the MIPT medical center, the waiting period is one day or more.

• Before you get your test result, you must be isolated out of campus or in the MIPT observatory (quarantine facility, dormitory №10, entrance 1). The observatory provides free three meals a day.

• Without a second test, international students are not allowed to check-in and full-time study. During the period of isolation, studies are held online.

11. The result of the second test must be sent to the manager of the MIPT dormitory.

12. All the foreigners coming to Russia must get migration registration. In order to receive a registration you should have a migration card from border control authorities with a notification of crossing Russian borders. You must register within two days from the arrival in Russia in a MIPT International Department (312 AK). For the purpose, it's necessary to e-mail sending clear photos of the following documents:a migration card, all passport pages including blank ones. Each photo should include two pages of a passport. 
45 days prior to the exparation of a single-entry visa you should apply for its prolongation or obtaining a multiple visa in a in International Department Office (312 AK).


For visa-free countries (Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Uzbekistan, Ukraine):

1. Make sure your passport is valid for at least 18 months.

2. Fill out the form for visa-free countries.

3. The International Department forms lists of international students and sends the specified lists for approval through the Unified Portal of State and Municipal Services (EPGU).

4. Read the information on entering the Russian Federation and registration for the primary migration registration of foreign citizens studying and arriving in Russia according to visa.

DO NOT FLY BY TRANSIT THROUGH BELARUS!

5. The International Department will send confirmation of data entry and study certificate, if necessary.

If you do not notify us of your arrival, you will not be included in the list of students who are allowed to cross the border of the Russian Federation!

Please note that the purpose of entry in the migration card must be “study” only. Otherwise, the university will not be able to put you in a hostel and make a migration registration.

8. The result of the second test must be sent to the acting chief physician of the MIPT Medical Center Igor Vladimirovich Guskov guskov.iv@mipt.ru and provided to the head of the dormitory (commandant) upon arrival at the hostel.

9. All foreign citizens entering the Russian Federation must be registered with migration registration. Without providing a migration card with a mark of the border control about crossing the state border of the Russian Federation, it is impossible to put a foreign citizen on migration registration.

From the moment of entry, it is necessary to register for the migration registration of foreign citizens of visa-free countries at the passport office (hostel No. 9, entrance 2, 1st floor);

If, during the period of self-isolation, international students arriving in Russia develop the first symptoms of an acute respiratory illness (fever, sore throat, runny nose, cough), the student must immediately inform the MIPT medical center about this.
